How to get rid of discolored skin on the tops of your hands when your its cold outside?

my hands get pink, purple, and dried out whenever its cold outside. when i was younger my hand skin split and cracked and it when away after a year or two.that started after my cat scratched my hand. how do i get rid of this or make it better?
